Cost Estimator Engineer

Location : Map Ta Phut, Rayong

Key Responsibilities

  • Performs his activities under the supervision of the Cost control supervisor or a Sr. Cost engineer
  • Ensures an understanding of EPC standard techniques and methods of cost control and cost reporting as a basis for establishing the man-hours, computer cost and other expenses to be carried out or to complete these activities. This includes the preparation, on time and with the required quality, of the:
    • project control budget summary
    • detailed control budgets for issue to parties concerned.
    • monthly, unless agreed otherwise, project cost (status) reports for the Client
    • monthly project cost (status) reports for Project Management
  • Reviews the budgets for man-hours, costs and other expenses as issued for the project cost control and reporting activities with the Cost control supervisor or a Sr. Cost engineer
  • Attends in-house cost control review meetings with the Project manager/engineer and presents/answers questions related to project cost
  • Advises the Project manager and Cost control supervisor of any event or decision having a significant impact on cost
  • Is on the alert for cost consequences of quality assurance requirements, changes in the scope of work and changes in project execution
  • Reviews cost estimates for extra’s and negotiates changes with Clients and/or vendor and/or subcontractors if delegated to him by the Project manager
  • Assists in the development and implementation of improved cost control and reporting techniques and methods
  • Assists in developing and recording historical cost information for future projects
  • Performs, depending on the nature of the project, the (temporary) job of Field Cost engineer if so assigned by the Cost control supervisor and Manager Construction management division
  • Reports hazards, accidents, property damage and substandard actions and conditions. Participate in accident investigations
  • Ensures the correctness and matching of foreign exchange transaction costs reported in the Cost report

Qualification

  • All Nationalities will be considered.
  • Bachelor Degree and/or Master Degree in any relevant fields of operations such as Engineering, Industrial, Sciences, Business, Commercial, etc.
  • Between 5 to 7 years of career experience, preferably in the engineering construction industry but experience in other industries and/or business sectors will be considered.
  • Estimates costs for Engineering projects, EPC Project based on an analysis of project technical requirements
  • Collects and analyzes all project cost, including raw materials, labor equipment and tooling to ensure estimates are accurate, identifies and quantifies potential cost uncertainties to ensure costing models capture the full range of potential costs.
  • To verify MTO, BOQ and MH estimate from Engineering Discipline and concern party.
  • Updates cost as necessary based on new information and project scope changes.
  • Requires interface with project management, engineering, and procurement departments.
  • Coordinate with Project Engineering, Engineering Discipline, Procurement and Subcontracting Group to develop project cost estimate.
  • Report to GCME Division Manager – Cost Estimating with a secondary reporting line to Lead Estimating Engineer / Project Estimating Manager”
